  <cov:taStatementAboutAmendment>Part III Item 9 is being amended such that, where an Execution Customer submits a Conditional Order pegged to the midpoint of the NBBO or a Conditional Order with a PegBest instruction, the Firm-Up Period will be 100 milliseconds.  The Firm-Up period for all other Conditional Orders will remain 20 milliseconds.  This change is directly applicable to Execution Customers and otherwise impacts all subscribers to the ATS.
